 The first attack was neutralized by Rigasian bombings of the anagusi keeping their portals stable, killing both civilian and neutral (medical) personnel, as well as unleashing a portal event, all of which are considered by the anagusi to be war crimes.

Instead of a full-blown invasion force they are using their superior portal system to move scouts and saboteurs through rigasian territory, and provide Rigasia's rivals with resources.
+In the meanwhile, Rigasia ramped up timeline exploration, desperately trying to find the home timeline for Kesizma. Except, of course, Anagusi do not inhabit regular timelines.
