 Kesizma in particular has taken a more delicate approach, among other things because they are very busy trying to stop the portal event that is running amok through their territories. Instead of a full-blown invasion force they are using their superior portal system to move scouts and saboteurs through rigasian territory, and provide Rigasia's rivals with resources.
