 As the civil war came to a close, the country had suffered extreme drops in stability to the likes of the early first republic. One example of this is Arakawa: the Tohokai Group still had control over the city and werent giving it up, this lead to a multi-year long siege of the city that soon led to the Tohokai group falling back all the way to Edo Castle, which was eventually raided by the NSC Liberation Army. Some members of the Tohokai group had escaped to [[Goryeo|Goryeo]] after and during Arakawa's fall.
