A Power (Power that Be, Power in Charge) is a blanket term to refer to beings so absurdly big that humans might as well be ants to them.
Umichooans tend to refer to these as Zuní in the case of beings from inside reality and Hyuní for the really scary things that operate on a higher level.
Zuní are so vast, complex and powerful that they might as well be considered gods for most people, but they are still creatures that exist in reality, so they are limited by reality's rules such as conservation of energy, and entropy.
