The Bowler-Hatted Man was a mysterious dreamwalker and apparently (?) the villain for the Second Intermission.

He's described as a short man dressed in old-timey formal clothing, wearing a bowler hat and carrying an umbrella.

He tanked a sword to the neck by the process of just not bleeding from it, and was able to use the story, true name or both of an Elder Deity to bring forth a Manifestation of Oblivion.
