Very emphatically not the Rigasian Empire. They are a Confederation of Free Countries.

In a practical level, Rigasia owns half the world and has done so for the last twenty years, since it was basically one of the very few world powers that did not come out of the Second Great War as a husk of their former self.

They are the only world power to have functioning portal technology, that allowed them to create the superweapons they used to put an end to the war, generate huge amounts of energy and actually travel to alternate timelines.

They have been quite repressive and tyrannical in the aftermath of the war, and a lot of people are very unhappy about it.
