The Veil is a very complex working in the Great Dream of the Oniria time branch that causes most people living there to ignore anything that's not considered mundane.

The results are pretty comprehensive; if a timeline exploration team from Rigasia steps in there, people will confuse the portal for a mirage, or in extreme cases plainly refuse to acknowledge their existence, and would insist that the explorers are cosplayers, or spies from a different nation.

Only a small percentage of the population of those Earths has managed to pierce the veil and become aware of what's going on below it.
