It can be used to instantly mine blocks in the tag #broom:mineable:

Using the Broom on a dirt variant or mud block turns it into a Dirty Broom, that has none of the Broom's capabilities, but is a single-use weapon that causes blindness to the mob it hits, becoming a regular Broom again.
Or you can just use a Broom in a Cauldron or Water Block to clean it.
Uses an advancement to detect if a player uses a Broom and if so raycasts to find the block the player is looking at.
