Usage

All hats are craftable and wearable in the head. Many of them are just a player-wearable version of the hats villagers or illagers wear.

The Chef Hat, Eyeshade, Billed Cap and Bandana can be used on Evokers, Piglins, Piglin Brutes, Pillagers, Villagers and Vindicators, (but not Witches or Wandering Traders who already have sizeable head coverings), and they will wear the hats (as long as their head equipment slot is empty).

You can then use a pair of shears (really, Minecraft, why?) to remove them.

Overhead

Uses an advancement to check if a player uses one of the hats on a mob, then calls a function to determine exactly what hat should be placed on them, if any.

Uses an advancement to check if a player picks up a non-standard hat item, then calls a function that transforms it into a regular hat item.

Known Issues

None.

The Villager hat models were found in the wild, and there was neither an author name nor a license specified. A more detailed search found nothing. I'm working in either finding the right author and license or rebuilding the assets from scratch.
